Converting flared gas into lasting energy value

Gulf Energy Projects Limited is building the infrastructure to become Africa's foremost upstream gas development and monetisation company. From wellhead to value-added products — we have the team, the assets, and the partnerships to do what has not been done at scale in West Africa.

Our Thesis

Nigeria has gas. We have the team and the tools to develop it.

"Shallow-water gas in West Africa is stranded not for geological reasons — but for lack of the right partnership."

GEPL was formed to close that gap. We combine a founding director with 36 years of direct NNPC relationships, an EPCI contractor with a proven offshore conversion track record in comparable water depths, and a corporate structure built for long-term growth and African energy leadership.

Programme Status

Advanced pre-agreement engagement with an NNPC Group subsidiary

GEPL has submitted a comprehensive due diligence package to our NNPC Group partner covering corporate structure, technical experience, and financial capacity. Gas Development Partnership Agreement is being advanced for execution in Q3 2026.

Our Ambition

Africa's gas resources deserve world-class infrastructure

Upstream

Gas-condensate development from virgin NAG reservoirs — shallow water, natural flow, zero flaring.

Infrastructure

Owned MOPU and processing systems — GEPL builds and operates its own gas monetisation infrastructure, not chartered.

Products

Gas-to-value-added products at scale — the Phase 3 vision positions GEPL among Africa's largest gas monetisation platforms.

The Company

A merger of access and execution

GEPL combines Gulf of Guinea Midstream Limited's Nigerian upstream relationships with GSP Holding SA's offshore EPCI delivery capability. The result is a development company with the access, the tools, and the balance sheet to bring stranded gas to market.

Gas flare elimination is our environmental thesis

Nigeria flares approximately 7 billion cubic feet of gas every day — wasted energy and avoidable emissions. GEPL exists to convert that waste into productive use. Every molecule of gas we monetise is a molecule that would otherwise be burned into the atmosphere with zero economic return to Nigeria.

Environmental

The GEPL programme's primary environmental output is flare elimination. Every MMscfd of gas we monetise is gas that would otherwise be burned. We target full IFC Performance Standards compliance and Equator Principles alignment for all project financing.

🤝

Social

Nigeria's gas resources should generate lasting economic value for Nigerians. GEPL's Nigerian incorporation, local management team, and partnership-first engagement model places community benefit at the centre of our mandate. Local content compliance is a baseline, not a target.

⚖️

Governance

Netherlands-Nigeria BIT protection, DNV GL-classified assets, Odujinrin & Adefulu legal oversight, and independent financial auditing by BANTS Advisory. Our corporate structure is designed for institutional-grade governance from the outset — not retrofitted for compliance.

International Standards

Built to the highest international standards

GEPL's project structure is designed to meet the highest international standards for environmental and social governance. Our approach aligns with the frameworks used by leading development institutions:

  • IFC Performance Standards — target compliance for all project activities
  • Equator Principles — applied to project financing structure
  • ESAP framework — Environmental and Social Action Plan prepared pre-FEED
  • Netherlands–Nigeria BIT — investment protection enforced and tested
  • OFAC/EU sanctions — clean structure across all jurisdictions

Safety record

GSP Holding SA has operated offshore assets for over 20 years with zero fatalities in the period 2013–2023. All operations are conducted under ISO 9001, ISO 14001, and ISO 45001 certified management systems.

Nigeria's Decade of Gas

Presidential Directive 40 exempts natural associated gas (NAG) development from hydrocarbon tax. GEPL's programme qualifies. The policy tailwind is structural, not cyclical.

What We Do
What is GEPL's core business?
GEPL is an upstream gas development and monetisation company. We develop stranded offshore gas-condensate resources in West Africa and build the infrastructure to convert that gas into value-added products at scale. Our ambition is to become one of Africa's foremost gas monetisation companies.
What is GEPL's current programme status?
GEPL is in advanced pre-agreement engagement with an NNPC Group subsidiary on a shallow-water offshore gas-condensate licence in the Niger Delta. Due diligence was submitted in June 2026. The Gas Development Partnership Agreement is targeted for execution in Q3 2026.
Who are GEPL's founders?
GEPL is co-founded by Nze Joe Ibeh — former NNPC Executive Director and Nigeria's OPEC Representative 2005–2007 — and Gabriel-Valentin Comanescu, founder of GSP Holding SA, Romania's leading offshore EPCI contractor. Together they bring 60+ years of combined upstream and offshore construction experience.
Where is GEPL incorporated?
GEPL operates through a Netherlands HoldCo (GEPL B.V., KVK 42040530, Schiphol Boulevard 127, Schiphol) and a Nigerian operating company (Gulf Energy Projects Limited, RC 9269405, Lagos). The dual structure gives GEPL international treaty protection and Nigerian regulatory standing simultaneously.
